A Double-Weighted Bankruptcy Method to Allocate CO2 Emissions Permits

Global warming, as a result of greenhouse gases, is exceeding the planet’s temperature stabilization capacities. Thus, gas emissions must be reduced. We analyse bankruptcy situation aimed at allocating permits CO2, predominant emitted by human activities. Inspired Constrained Equal Awards (CEA) solution for situations, we introduce new allocation protocol based on extension CEA over double-weighted including two exogenous parameters providing balance, in request permits, between economic activities and production renewable energy. In these bi-criteria problems, focus computational approach to find an that does not prioritize any particular parameter. As application our method, first consider CO2 permit problems European Union (EU) countries, using real data about gross domestic product (GDP), rate energies, countries’ ‘demands’ from 2010 2014. Then, compare with its single-weighted show impact weights distribution permits; correlation allocations emission power within EU Council study acceptability alternative allocations.
